If things do not rotate freely, something is WRONG,and forcing it to operate is likely to burn up the motor or controller, and may also damage your battery! Take it apart, find out what is wrong!--Are the correct bearings and spacers properly installed? Are windings and magnets in good condition, and is everything properly assembled? Getting someone else to assist may be worthwhile.-Bob
