What's a good, but affordable cover for the bike?
The bike will have to stand outside in the hot South Florida sun, and rain. For the heat I prefer a white cover, for the sun, something that reflects UV rays, and also that can keep the bike mostly dry.
Somewhere between $15 and $25 if possible.

Depending on your "handiness quotient," it's pretty easy to make your own. Take a small tarp of your preferred material (I use that silver PVC tarp), drape it over your scoot, fold in excess material, staple to baste rough shape, and finish with a couple of sewing machine passes up the gathers.
You'll be able to use better fabric that any but the most expensive pre-made covers, and it will _really_ fit.
