DMV laws and electric vehicles

NEV's and Utility Carts

City managers in Oregon are trying to pass an ordinance to allow vehicles such as golf carts to be legal on city streets.
They are also trying to establish bank outlets in downtown areas.

If new laws are created (for electric vehicles) within the DMV, Will this make things easier for registration process of the DMV?

In California there's a distinction between 'golf cart' and 'NEV'. I think 'golf cart' has an even stricter speed limit (15 mph?) versus the 25 mph an 'NEV' can travel. California regulations say a 'golf cart' can only go on the road when the purpose is to cross the road as quickly as possible. NEV's on the other hand can go on some but not all streets.

I guess I find this rather fascinating; now I see why you should not say the word
"golf cart" to any kind of law enforcement officer regarding registration, for something like a 3 wheeled vehicle.
