I've read in congested cities car traffic is very problematic. Specifically that Manhattan has a thriving bike messenger service. Fax lines can be jammed with high traffic, and sometimes a 1,000 page legal document can actually get there faster by bicycle. Some documents require an ink signature for legal reasons, so e-mailing a doc is not always an option.
Plus, you cant fax Chinese food or a pizza!
If someone had a regular loop, you could have swap-out batteries and chargers at several locations.
