Problems with my EVG ebike

Just bought an evg e-bike and was told that all I needed was new batteries and I bought some and the thing will still not start. I was wondering if anyone could help me trouble shoot or point me in the direction of a solution. I really was to be riding.
It is and EVG 24v ebike.

Fully charged but the fuse blew when I got overzealous and tested the wire by touching neg and positive together... doh... real homer move on my part. now I am trying to find the right size fuses. I looked at it and I think it is a 3.5 fuse.
I wish I had the original users manual. Anyone have a copy online.
Did you buy a new, matched set of identical batteries, and fully charge them before attempting to run the motor? (Be certain that connections and polarity are correct, leads are clean and tight, and fuse is good.)-Bob
