I plug my charger in an connect it to the battery. The red and yellow lihgts come on. But the yellow light never changes to green. Also, I seem to remember that when I plug the charger in, it whines and vibrates. It does not do that now. Could someone let me know if the charger chould make a noise and vibrate. I hate to return it if it is not broken.

I wouldn't use "whine and vibrate" to describe it, but there is the definite sound of a fan when I use my charger.
