Overly alarmist article about electric hoverboard ban

The article says "tens of thousands of electric bikes were recalled", but the article discusses "Hoverboards" instead of "Bicycles".

CHICAGO — It is often faster to ride a bicycle through Chicago than to take an Uber or public transportation, find researchers at DePaul University’s Chaddick Institute for Metropolitan Development. In a new study, “Policies for Pedaling,” researchers track the relative speed of bicycle travel, analyze the behavior of cyclists and recommend policy changes that would accommodate the growing popularity of cycling on city streets.

Updated my Charger bicycle after several years where it was gathering dust unused

Over 10 years ago I bought a Charger bicycle and was happy with it until I messed up the controller. The Charger bike was commercially made in the late 1990's and had been designed by the guys at Aerovironment, some of the team also designed GM's EV1. So this bike has an interesting pedigree.

It's a Pedelec design where a plastic box fits in the central triangle holding the battery pack and controller. The controller has four power settings. There's no throttle, you just pedal. It was pretty nice that way.

Schwinn World GSE electric mens bike

Back in 2006-07 maybe, I was introduced to electric bikes by riding one of Schwinn's new line of electric bikes. It had me so intrigued that I ended up buying a cheaper e-bike because the Schwinn was 2,000 bucks. Now this same Schwinn World GSE is availible from a private party who owned an LBS as new "old stock" for 600 bucks. It's in the original box with all the original paperwork. Is this worth getting or am I just asking for problems. There would be no warranty and I can't seem to locate a replacement battery anywhere on-line should I need one.
