I found this on ebay, what do you guys think? No BMS? sure looks like it to me....Mikie click on the whole link....

Well here is the info that this guy gave me when I asked him why there was no BMS but all the batteries charged up, maybe you guys will understand his answer:

Yes. This charger will charge balance each cell. For example, when battery 1 is fully charged, the charger will create resistence shunt to battery 1 and the current will flow away from battery 1 preventing it from overcharging. LED 1 will light up indicating battery 1 in fully charged. Each LED represent 1 battery. 24 cell pack; so there is 24 LEDs. The 24 cell, 72 volts conversion is the most popular; so we decided to list this pack first. The next most popular pack is the 48 cell, 144 volts conversion. That pack and charger will be available soon.
