Hi all, my girlfriend just bought a Chinese made scooter from here: http://www.maxxstarusa.com/
I'm new at the whole scooter thing so I just had a few questions.

1. It tops out about 30mph, would it be difficult to modify the controller/motor to go faster? It has a 2000 watt brushless hub motor made by ERATO. I believe it is running at 60 volts.

2. The VIN plate says its made by JI Angmen Huari Group LTD in China. Has anybody heard of this company? If so, are these things well made?

We don't use the old style lead acid batteries that create havoc in the environment with its pollutants during production
and pollution in disposal. These 12 volt batteries can be stored for 18 months unused and only lose 1 volt ! No memory loss!
No more worrying about losing battery memory and battery damage. We use 5 (8x12v/20A silicon batteries)

Probably no worst than the others similar E Scooters, made in China, basically there all the same, just with different names on them.

I believe you have to do something inside the controller to get the extra speed, then you'll probably need to register it with the DMV.

I have about 53 copies of emails from someone that had a lot of problems with Mountain Chen, but they had nothing to do with quality.

Well, we know the claim about the silicone batteries is nonsense. They are just lead acid batteries, and except for possibly better cold weather performance, preform no better than lead acid.

So, now we have a 60-volt scooter that still limited to just 30 mph. How easily is would be to de-limit it is impossible to tell without knowing anything about the controller. You will have to contact the manufacturer.

Will someone please tell these manufacturers that we don't want toys, we want real practical electric, two wheeled transportation that can be used in traffic.

What kind of problems? Also, anybody know how I can modify this scooter to go faster? i.e. replace the controller etc.

Mainly delivery problems. She was trying to become a Reseller and ordered a container of various models and paid for them ahead of time. She quickly changed her order, and he said it was too late to change it and she didn't get all her money back. Last I heard she was out of several thousand dollars. He was holding $2000 because she reported him or something to EC21.com and he said he lost sales.
She was going to do a Blog on this site about her experience and never got around to it.
On the speed thing, the Dealer can probably tell you how to do it, but might not do it for you. In order to sell them in the USA the speed must not exceed 30 mph, over that it probably needs to be registered with the State. If a sharp Law Enforcement official clocks you going over 30 mph and no plates there might be a problem.
See if the Dealer or Mountian Chen can provide you with a schematic of the controller, even a picture and some numbers might help. There are people here, not including me, that know how to do all kind of mods.
You also might want to wait until your one year warranty is up before trying anything.

This isn't true. I think they are under the (in my opinion mistaken) impression that the lower speed makes them more marketable.

Am I correct, If it goes over 30 mph it has to be classified different in the USA, even lower in Canada I believe.

This is true in most states. In most states the Law says that if it goes faster than 30 MPH it is a motorcycle not a moped and must pass all the DOT standards which would make these scooters cost over $10,000.oo. I think the only thing they are guilty of is avoiding problems with the law in a effort to keep cost down.

On that note; I still wish they would let slip how to modify them so we (the consumer) could remove the 30 MPH limit. There are several laws which apply to manufactures that do not apply to the consumer. Consumers are know to modify items to make them better than the manufacturing laws allow. A simple example, pardon the use, is a car. Cars are modified all the time by consumers in ways that would make them illegal if sold by the manufacture or dealer with the modifications on the car. I myself bought a car at one time that had a siren under the hood. The auto dealer had to disconnect it but the sales guy showed me how to reconnect it after I bought the car. I never did because I would be too tempted to use it, which would also be illegal and I didn't need that kind of trouble, I get in enough trouble without any help. :)

I'm not too worried about the 30mph limit. I just want to see what modifications I need to do to make it go faster. I see some good resources on this forum but I don't know where to start. Cheers! :)

My e-max and presumably these other scooters DO pass all DOT standards for motorcycles - which post-2005 are identical to motor driven cycles. If they didn't, they wouldn't be allowed on the streets at all at any speed. They have exactly the same equipment and pass the same standards as the gas versions of these Chinese scooters which go 50 mph.

I researched this issue 2 years ago when the same topic came up. There seems to be a persistent misunderstanding regarding the status of these scooters.

This issue arises due to certain state's laws, particularly California which, if speed restricted to less than 30 mph, it is called a "moped" and doesn't have to be registered as a motorcycle. The manufacturers probably assume that that motorcycle registration and licensing, is too big a dis-incentive for prospective buyers - something I think is a bag mistake.

I researched the Federal regulations, (disclosure - I'm a federal regulator myself - in MSHA) and _nowhere_ in title 49 (the FMVSS) is there any mention of a maximum speed for different types of cycles. There are Motor-driven cycles and there are motorcycles, the difference being a motor-driven cycle is 5 hp or less. Period.

Prior to 2005, there was an interpretation of the brake performance standard, that exempted motor driven cycles from brake performance testing and certification. But a subsequent policy statement ended this interpretation. So, regulation wise, motor-driven cycles, which includes what many states call "mopeds", and motorcycles are identical as far as equipment and brake performance requirements.

But, in the EU (and Canada?) "scooter" is apparently is a distinct classification and "scooters" must be speed-limited to 45kph. (28 mph).

PJD,

prior to January 2006 you could operate a moped with a standard driver's license in CA. After Jan. 2006 a motorcycle license is required to operate a moped. I would speculate that in other states you can still operate a moped with a standard DL. From a marketing perspective, I can see why manufacturers would want to sell their scooters as mopeds, you have a much larger potential market.

From a user standpoint, it would be great if manufacturers used an easily-reversible speed limiting scheme so that the vehicle would register as a moped, and then you could boost the speed, or not, as you prefer. The removable jumper on the E-max is a good example. It's like the speed boost kits for 49cc gas mopeds -- it's not all that hard, but only a few people who really want the extra speed will do it. Preserves large potential market and avoids liability issues (i.e. manufacturer not responsible for damage/injuries caused by aftermarket modifications).

Well keeping them 30 miles/hr and less keeps them classified as a moped (in CA and most other states). Being a moped lessens the legal hurdles to owning one of these scooters. If they went above 30 the hurdles are higher, e.g. having to have a real motorcycle license.

a driving test is required for CA motorcycle license. You can, however, get a DL 389 waiver certificate in lieu of the driving test by successfully completing "...a motorcyclist rider training program approved by the Commissioner of the California Highway Patrol pursuant to §2932 of the Vehicle Code" such as the RiderCourse offered by the MSP organization. Then you only have to complete the written test and present the DL 389 to get your motorcycle license.

Thanks guys for the law clarification, I researched that thoroughly previous to purchase though. I am still interested in increasing the speed. It tops out about 30mph, would it be difficult to modify the controller/motor to go faster? It has a 2000 watt brushless hub motor made by ERATO. I believe it is running at 60 volts.

Hi Badshirts,

Your best bet would be to contact erato or the dealer. It might be fairly straightforward. If you get nowhere then by all means start a new thread with some pictures of the outside/inside of the controller. Sometimes its easy, sometimes not. Any changes/disassembly will probably invalidate the warranty - so worth checking with the dealer first.

As an aside, I think thats the prettyest looking chinese scooter I've ever seen! looks more more italian than chinese.

I also remember something else about Mountain Chen, he was hired by Zap as there Quality Control Manager in China.
So there may be some similarities with the new Zappino.

You can also contact Red Moon the person that had dealings with Mountain Chen, a man where she resides purchased part of her order, and is still selling them. He may know something about the Controller.
I set up a account for her here to do a Blog but never heard from her, and noticed she is showing a site http://www.mediosecologicos.com.
Remember you will probably void your warranty if you tamper with it and they are aware of it.

My buddy just bought a scooter from the same place. His is smaller, faster, and has Lithium batteries! I don't have all the specs yet but I will post them soon.

Yes that is it, I had the chance to ride it and it seemed much quicker to top speed. I'm assuming because it is a lot lighter with the Lithium batteries and smaller body.

They all come in just three different identical styles. The scooter in the preceding photos is identical to the e-max.

I would not take anyone's word that they have li-ion batteries without removing the seat and looking inside.

It does have Li-ion batteries. I confirmed it with my own eyes. It is actually 48 Volts and 1500 watts. It's a lot faster and lighter than the one I posted above. The guy said it was an $800 option for the batteries.

It's a 1500 watt with 48 volts?
Did the Dealer misrepresent what was sold or what happen?

To clarify: The blue one in the beginning of this post has the 60 Volt 2000 watt motor. This Lithium powered one has 48 Volt 1500 watt motor. I now want to convert the Blue one to Lithium batteries to save weight and increase range. I would also like to modify the controller to increse speed but have been unsuccesful in finding information regarding the controller. I tried the suggestions in this post but have not been able to gain more insight.

I believe the key word is brushless, that will probably be the biggest problem until we learn more about the controller. Are there any names or numbers on it?

good memory.

The costa rica Lady complain to EC21.com about my delay of delivery and EC21.com close my website on their host where I spend 3000dollars. So I deduct 2000dollars of her payment to be compensation!
