Merida 36 Volt Controller

I removed the existing controller and replaced with a new controller, 36 volt. When connected no voltage apparent at lines to motor. Battery, 36 volt, directly connected to motor runs like crazy. I am not sure whether the Merida is a brushed or brushless motor. Could this effect the operation of the controller? All help or suggestions are appreciated.
