Is this the one your referring to? :?
Forsen Heavy Duty Electric Moped
!!!Comply with USA DOT and Europe EEC standards!!!
Forsen Heavy Duty Electric Moped is capable of traveling up to 28 km or 17.5 miles per hour. Two 24 Volt 20 AH lead acid batteries enable the electric scooter to travel 35 km or 22 miles in distance. Our unique technology in controller has improved performance greatly in slope traveling. Our specially designed speed panel with mileage and battery level indicator showed the current speed, distance traveled and the power level in battery all in one speed panel. You need to test ride to feel the great difference of our scooter from the conventional scooters in the market.

Here is a Electric-Scooter-World.com Road Test & Report - 11/29/2004
Summary:
The dual seat is a first for mini-electric-scooters. The motor is powerful enough to carry two medium passengers. The suspension-ride of the FORSEN is superior to any other scooter we have ridden, including full-size models. The FORSEN has a huge quick swap 24v 40ah battery pack, which makes bringing the scooter inside for charging unnecessary. This is good because the FORSEN is HEAVY at around 150 lbs.
The FORSEN speed is close to that of the Numo Cruiser LX (Stock gear). Exactly how fast it goes and how it compares to other quality scooters is covered in the November 2004 issue of ESW NEWS.
The FORSEN has a front disc and rear band brake.
The FORSEN has full street equipment (Front, rear, brake lights, turns signals, a speedometer-odometer, and a horn).
The FORSEN folds down for transport in the trunk of a large car or the back seat of a medium to large car, and in the back of most suvs and any station wagon.
The Forsen II comes with a Manufacturer's Certificate of Origin (MCO).
The FORSEN is a strong contender for scooter of the year and one of the favorites in the 2004 GRAND PRIX competition.
If you would like a more in depth report, showing the FORSEN attributes over a variety of routes and performance situations like: maximum speed, range, hill climbing ability, etc, and you would like to see how it compares against competitor scooters, then get the November 2004 issue of ESW NEWS.

Peace Out, ;)

Re: FORSEN Scooter

Yes GMAN, that is the one. I know of someone selling one and was thinking of purchasing it, but wanted to know if anyone has one or ridden one, etc. What they think of it and if anyone has modded one. I know on FORSEN's USA site they say that the new 2007 model will be a little more expensive but will have better performance such as speed of 25mph+ and better range with optional 24 volt / 60AH lithium Ion battery pack. I emailed them and asked if the older models can be upgraded and they told me that the 1500watt motor and controller upgrade is $300. Let me know what you all think. God Bless :)

Re: FORSEN Scooter

Jerome at http://electric-scooter-world.com/ has for a couple years at least consistently named the Forsen as basically the top of this class of scooter.

What I don't understand from their marketing statements that George copied is.. the DOT doesn't have regulations for this class of scooter. So how can they claim compliance with DOT regulations when there aren't any to comply with?

What they probably mean is they're using DOT certified parts in as many places as possible.

Re: FORSEN Scooter

I have a lot of confidence in Jerome at http://electric-scooter-world.com.
As far as basic EV transportation, I like it. The look leaves a lot to be desired, that's the main reason I didn't get one.
I'm far from a expert, so I'm sure other will chime in, but if your a handy person and can tinker I'd say go for it if the price is right.
Fechter would be a good person to contact.
If you take the plunge, be sure to keep us updated.

What they probably mean is they're using DOT certified parts in as many places as possible.

This may explain it NHTSA Importation and Certification FAQ?s: Group 2: Motorcycles and Scooters.

I had a much better explanation, but we had a storm last night, lost power several times after a transformer got hit or something at Hampton and Sublette. And of course I hadn't saved it, so I'm trying to find it again. What it said was DOT allows the small Motorcycle etc importer to do a self certification where they list all the information. If there is latter a problem that information will be used for the investigation.
So DOT approved is not always what it seems to indicate, like locking the gate after the Cow has gone. Maybe that's something that will change with all the negative press about China imports, and some additional funding for DOT.

Peace Out,
Gman
