All hooked up and ....nothing!

I've completed the rewiring and have everything hooked up as it should be (almost positive) but absolutely nothing happens. I'm beginning to think that controller I bought from Craig might be a lemon as everything else checks out (as far as a neophyte like myself can tell) Can a local golf cart repair shop do a test on the Curtis controller and tell if it is good or not?

I would think any golf car repair shop could test it.
As I recall, some Curtis controllers have odd 'safety features' that might keep them off.
If the throttle resistance is not in the proper range when the power is applied, it won't go.
