The last digits refer to the number of turns of copper around each stator pole. A 408 has 8 turns.

Peddles can not be mouted on every scooter due to chassis limitations , so what is the model number of the scooter?

The controller may say that it can handle 600W but the most important factor is the Voltage limit of the controller.
If You connect 72V to a controller that supports up to 48V, expect that something blows up.

Adding batteries to reach higher voltages, sure .
But most people want to reach greater distances with their electrical bikes/scooters instead of going faster.
Cause voltage rise = faster wheel rotation.
Keep also in mind, the motor will get hotter when working at it's maximum rates.
