I need to squeez alot of power in a small space for the scooter I want to build. Would a 200 Amp controller with a 24V battery provide about the same power and top speed as a 48V battery system with a 50 Amp controller? Basically would a high Amp controller make the scooter go alot faster even if the battery voltage is very low?

that would depend on your motor and gearing.
it would also depend on whether your 50A and 200A contollers are battery side or motor side 50A and 200A respectively.
most controllers are sold based on motor side A, and both using the same motor, with same gearing, 200A will give more torque than a 50A unit.
again, same motor, the 48v controller will be able to maintain full power at twice the speed of the 24v controller.
