Harmonized Tariff Code Numbers & Importing

I'm looking at importing some electric bikes/scooters from China to the USA.

Is anyone familiar with the harmonized tariff code number used to import these? The facoty tell me they are 8711.90.0000 - cycles fitted with an auxiliary motor, other, other. Is this correct?

Do you need the from "Declaration for Importation of Motor Vehiclesand Motor Vehicle Equipment Subject to Federal Motor Vehicle Safety, Bumper and Theft Prevention Standards"? If you do need the form, what box do you use? You need to supply the VIN numbers when importing?

Is this the correct way or is there another way to import? I think that because they are relatively new, or my broker is just not familiar with them, they may not know how to do it. Or is it also a matter of motor size? I'm looking at 1400W and 2,000W models.
