different motor winding

i know that in the electric hobby motors, you can change the torque/hp ratio by rewinding the AC motor.
or change the rpm/volt rating.

i have not seen much of this in the ev industry. it seems to be all watt output.

also a lot of ev's tend to be over torqued at the bottom end and lacking in the top end.

is it possible to rewind one of these motors to accomplish a more balanced rpm/volt(torque/hp) rating?

i believe that they use higher gauge wire with less winds to decrease internal resistance making the current draw higher for more torque..(not sure about this)
