ALLTRAX DCX PROGRAMING & THROTTLE PROBLEMS

When programed at 0 to 5 k w/high pedal disabled or enabled I get three red flashes indicating thottle hasnt returned to zero
When programed at 5 to 0 k w/high pedal disabled or enabled I get green light to go but no response
WHAT THE !*!%@*
OH, and I still havent determined what exactly to do w/pin 7 ANY IDEAS?????????????????
