The word "belligerent" was used several times in the article. Perhaps he's one of these people who push back when pushed and got into a needless fight with the police.
Anyway the article shows one of the scooterbikes, brand name "Ecoped City 45". The article does go into the legal requirements and how scooterbikes, despite looking like a moped, have low enough power levels to qualify as an electric bicycle.

This is in a similar vein, not legal trouble but the trouble is relationship with fellow cyclists. It tells the story of one person riding their scooterbike on bicycle paths in Ottawa, and getting tons of negative reaction.
