AVG 24 Volt E-Bike - Repair help

I have an unused (new/old) AVG Global E bike - 24 Volt. battery is dead but I can replace that. When power is applied lights work but motr wont engage at all . Problem getting power to the motor. have taken it to the local bike and electric shops to no avail. I believe this is a power problem not a motor problem as the bike has never been used. literally 50 miles on it. Any ideas. I live in Bellingham WA doug [at] dhfoster.com
