What voltage did you want to run at?
I know a lot of people use the Alltrax AXE4834 though some people still like the Curtis Controllers
I believe we are looking to run at 36 volts. Those controllers in the link you posted are way over our budget. I've been looking at some on http://www.electricscooterparts.com/speedcontrollers.html Would you happen to know if any of these are suitable? Thanks!

E-tek about 10hp
750 watts = 1hp
7500watts = 10hp

Ok, so this Etek is going to kill us (financially). We can get our hands on a free Leeson 3hp motor, now what sort of controller could we use for that?
Unfortunately, you're still going to need a pricy controller for the Leeson, too. Generally anything over 1000 watts is going to run your wallet deep when it comes to the controller.

Well considering this is a final year school project, not a whole lot. I think we've allowed no more than perhaps $200-300 CAD for a controller IF it is possible to get one for such a price. If not, then we'll have to put a couple guys on the street.
just to add to linds comment. (we are in the same group) We are looking to using a twist throttle, like those hall effect ones. Are there particular controllers that are only compatiable with those throttles. I would assume these throttles have reverse capabilites. If so, how is the speed limited on reverse, if at all.
Some of the ones sized for motors like the Etek can be used with different types of throttles. I think the programmable Alltrax ones can take various throttles. In your price range your going to have a tough time finding a suitable controller, though. I've looked around myself, though not as much as some, and have never seen a controller of Etek or so size for less than about $300 USD (what's that in CAD?).
The reverse thing is usually handled by the controller or by a set of big relays. Don't know about the speed being limited if it's dealt with by the controller. If you use relays, it isn't.

Maybe the best choice for you given the discussion is the Logisystems controllers. Their controllers have similar characteristics to the Curtis controllers, they are not programmable, but good quality. You can only buy them on ebay and the prices are really good. They only take resistive throttles.. but those come in twist grip as well.
