Zapino 2 blink error??

A couple of months ago, a new throttle was placed on Zapino, since then decreased performance (slow off line, less distance) and 2 blinking lights meaning there is a brake/throttle error. The new mechanic is a bit nervous about opening the throttle, any words of encouragement?? Is there a way to "tweak" the throttle so that the scooter goes faster off line? How about >45 mph?
