I recently had a flat on my back tire. I fixed it, but I guess I didn't get the nuts tight enough and the axle spun. I took the motor apart and all of the wires were still connected. So I put it back together and put it back on the bike. I did not connect the battery. I tried spinning it with my hand, but I could only turn it (not spin it) when I used considerable force. Does anyone know how I should proceed?

If all the wires are good and reconnected properly then you should just have to connect the battery and turn the scooter on and the wheel will release and spin freely. The engine should be just fine from what I have heard so far.
So what causes the wheel to lock like that?

The motor will lock up if the power wires are shorted.
Will it will lock up just because the power is not connected?

No. You're only going to receive resistance to freespinning if the mechanical brake is applied, or the power wires are shorted.
Ok. Without the battery or brake assembly connected I am still receiving resistance.
