The scooter is a bladez e250. The charger is a Hon Kwang (A26-166). 120/60 in out 24VAC 1.6 amp (strange output I know AC??). Back to what's wrong. I'm not getting a voltage back to the batteries. Connectors fine, where it connects onto the board is fine, it's just there's no voltage going to the batteries. Any ideas? (Long shot, but I thought I'd ask)>

I don't know about your bike, but VAC is a very odd charger output. I don't see how that could charge a battery directly. it must have rectifier onboard, possibly a whole charging control system.

with the charger disconnected from the batteries, measure its output voltage.
it should be around 28v.
if it isn't the charger has failed.
before plugging the charger in, measure the battery voltage, from the connector that would plug into the charger.
check the polarity of the voltage between charger and battery.
if thats all fine, and it still isn't working, the charger has probably failed.

Chargers good. 24 volts, 1660 ma. I think it's was the controller. I'm looking at the smoking wreckage of it on the desk beside me as I write this. Strange day. I recharged the batteries last night, one at a time (12v 800 ma intelligent float charger). This morning, I went to re-assemble the battery pack (SLA 12v 7ah X 2). I plugged in the crossover (- to +), then plugged the individual wires leading from the controller to the motor...and zap. The tab burned off one of the batteries (not impressed as I just bought the damn thing), and smoke poured out of the controller casing. I opened the casing and was greeted with the sight of a burst 1000uf 35v cap. God only knows what else got fried in the process. It's probably not even worth trying to repair the controller. I wonder if I can substitute a cheap Chinese 24v controller, but I doubt it.

How did I break that?
Well. I'm screwed. Bladez went out of business 5 years ago, and Tananka-USA no longer stocks parts for the board. I found a single source for the controller in the U.S. but they want $90+$40 for shipping which is ridiculous. The scooter was only $50.
Unless someone here knows of a compatible controller, looks like I'm going to go with a universal 24v 250W controller and a simple 3 wire twist throttle. I'll have to open the board every time I want to charge it, but at least my son will still have a scooter. Any recommendations for controller/throttle combos.
Also, I tried replacing the burst capacitor but there's more damage than meets the eye. The Green light indicating power comes on, but the motor won't engage. The motor hooked directly to the batteries works (tried in case I fried the motor). It could be anything though. Mosfet, caps, relay. Who knows. I might have also lifted the traces off the pcb when soldering. There was so much solder on the board I had to apply lots of heat around the cap post to get it off.
Not a happy camper right now.

What are you waiting for? Get hacking! That's the fun part of these low end scooters - when they break - you get to pull out the wire strippers, crimping tools, soldering iron, go to electricscooterparts.com, find a cheap controller, and get it to work again!

I did the ole 'hey, look a cheap chinese controller on ebay' routine. 24v, 200w motor controller and I replaced the trigger type throttle with a magura twist throttle knockoff. And it works fine. Mind you, it's a hell of a lot slower than what was on it. I also purchased a 36v 200w controller at the same time, but it doesn't work. Not sure if it doesn't work because it's crap or because the voltage is only 24v and it's a 36v controller. Less $30 CDN (with shipping) for all the parts so all's good.
