Possible charger problems

I just got a fast charger and noticed the wires were rather warm to the touch. I used a clamp on DC amp meter and got about 12 amperes. I rode 22 miles today with bank temperature quoting 87 degrees and got home with absolutely no charge left in Greensavers. I plugged in my nearly new HWC1B Series 60V/12A Charger and got out an analog meter this time. The meter read 20 amperes. Aren't switched mode chargers supposed to be regulated current till approached voltage then taper of in order to maintain 2.3 v/c?
Will will check voltage in two to three hours. It is supposed to be a 12 amp charger for a 60 volt pack.

Definitely It is VERIFRIED
when it reached 75 volt it quickly went on up to 85 volt and I unplugged it fast.
Now I have to invest in a permanent ammeter for charge port. Along with Anderson 15 amp power poles for metering voltage.
I saved my batteries for using it in timed mode. 32 to 38 amp hour battery can take 12 to 15 amp for 2 to 3 hours and it did it but didn't automatically shut off. Or taper much.
Regular Made -in -China quality!!!!

I tried it one More time. fifty percent DOD and it started out 12 amps and 1.5 hours later it was 75.5 volts so I unplugged it.
Any one with a switched mode charger should check output voltage to the pack. It should be 2.3 v/c and NO more than that. My only reliable chargers are the cheap TNC 3 amp ones. I got it so I can charge and forget it not wait 2 hours and shut off. Oh BTW it was charging at 5.5 amp finish charge.

I just got off the phone with Cloud and apparently these puppies are programmable to user specified settings. Now I have to send it back to Kelly? I got it from Cloud in HotLanta or some place in northern GA. I must of got one that was programmed for flooded batteries. If you order one you have to mention it is for Gel Cell and not flooded. Cloud said it was special because of canceled order? It kind of makes sense doing a BULK charge then doing a gassing charge and then maybe going back to float. But exceeding 2.3 v/c will ruin a Gel type of battery. Now I will have to wait on a RMA number and see what happens.
