who from California? how to registered scooter in California

we are a scooter factory from china.
we sold a escooter (1500w60v) to California.
but the customer say
"In California, all vehicles are registered with the Department of Motor Vehicles (DMV).

Once a vehicle is used in California, it must be registered at DMV.

All vehicles must have an EMISSION LABEL and on that label it must state CALIFORNIA.

If the vehicle does not have a label like that, it must go through a laboratory to be approved.

Unfortunately, the scooter we got, is not RED FLAGGED as they call it. Because we tried to register it, and it does not have the emission label, we are ordered by State of California to remove the scooter OUT of California immediately. We can not do anything but ship it away from California.

Does the scooter use US DOT compliant equipment (brakes, lights, wheels, tires) and have a placard, mounted near the steering post stating that it meets USA Motor Vehicle Safety Standards (mostly contained in 49 CFR part 571; Google it)? Note that nothing needs to be submitted to the US DOT just provide the placard on the vehicle. Does it have a legitimate VIN? Is the manufacturer on the NHTSA database of manufacturers that have submitted their 49 CFR part 565 (VIN decoding) and 566 (Manufacturer ID) information? (look it up here: http://www.nhtsa.gov/cars/rules/manufacture/) Does it have a manufacturer certificate of origin?

These are the minimum things needed to sell a scooter in the United States. This sounds bureaucratic but the requirements are actually very simple as nothing needs to be actually submitted for government approval except the two brief letters for Parts 565 and 566.

All your linked article states is that California also requires an additional placard certifying that it meets California pollution emissions requirements. This should be easy enough to do because it is electric!

Non-compliant and un-registrable Chinese motor scooters (electric or not) are making many US consumers and state motor vehicle agencies very suspicious of these scooters. So, you really need to do the necessary "homework" before exporting them over here.

yes you can check our factory from nhtsa... is the ok ?

if 1 and 2 are ok ,, if it is enough ?

and brakes, lights, wheels, tires no DOT mark..
who can make the additional placard ?

so for the scooters in California .. what should we do ? could you tell me ?

What is the name of your factory, or the first three characters on your VIN, so I can look it up?

If the scooter doesn't have US DOT compliant equipment, than no, it can't be legally sold as a motor-driven cycle or a motorcycle in the USA but if it's speed is 29 mph (45 kph) or less and less than 5 horsepower, it can be sold in some states as a moped which does not require registration. Some states require "operable pedals" to be a legal moped.

Compliance placards are made by the manufacturer themselves. They can be a metal plate or a durable permanent sticker. Ask another manufacturer (or look up on the internet) for samples of what has to be printed on the placard.

for VIN no probelms..

1.if speed less then 45km/h, dont need registration,, the scooter can ride on road ?
2. but some states need pedals on scooter (speed less then 45km/h) . right ?
if 1 or 2 ,, the scooter must have DOT parts (tire .disc ,lights)

or only the scooter need be registered need dot parts ?
