They do do the full 30Ah, but you have to get them full, and discharge almost straight away.
In practice getting more than the 20Ah you are already getting is fairly hard
Are you running The Laird's software revision?
I would try that before replacing some or all of the battery to be honest

No, I'm not running Laird's software. Even if I hop on the scooter at the end of a charge with 147v, it still gets to red light wish about 1/3 of the bars showing.
As previously mentioned, Charlie's tech pulled out the batteris and tested all of them (with no load though) and they were all equal in capacity with no signs of swelling. They also never seem to get very hot during riding or charging. Am I right in assuming that the fuel guage from top to bottom is 30ah?...and that, if in sync, and if i had a 30am battery, that I would have a range approx = to what the guage is reading? I guess what I'm getting at is thinking that if I converted to, say 40ah Li, then I can probably count on getting about double the range of what I'm getting now.

147v at end of charge would mean full is full
In which case you will get an improvement from changing the battery as the missing capacity can't be explained by self discharge.
Your present battery may have marginal cells, or lots of them may have lost capacity (though I only normally see that on bikes above 20'000km)

I figure a whole good battery is probably better off in a Vectrix
The 8 or 9 cell packs with a dead cell or two can go into my Hilux
