XM3500/XM 3500li Manufacture of Origin papers

I need some info as I have not been able to find it on here or anywhere for that matter.

What EXACTLY does the MO or CO (which ever you call it) Look like ?
I mean the ones from China ??
What does it say for Body style, hp, ...

I know someone here from MA got his registered as a Motorcycle. (But if you get the Lead battery I am betting you do not go 45mph ....) I am not looking to do that, I just want moped sticker but want bigger Watt hub as to not tax out the motor.
Sellers always want to make the scooter look like it goes faster. I see Max and Standard speed the same on some.

Anyway, I would like to know what the MO looks like from China. Other brands and models are fine too, just want to know what is on it so I can talk with the RMV to find out what they are LOOKING for/at.

p.s. Can someone explain how they have some scoots L1e (moped) and L3e (motorcycle)? I know there is a "restriction" on it but what exactly IS the Restriction... is it the program, a switch, the controller ?

The MCO looks a bit like a Title, but not as 'official' looking or as detailed. I'm pretty sure they kept mine when I got my ZEV and XM titled and registered, respectively, so I can't take a photo for you. But just look for something that looks like a cross between a bill of sale and a title. Alternatively, see if Ma. has a procedure for registering/titling a moped without an MCO. In NY, you need the bill of sale and a photo of the metal plate mounted on the frame that has the VIN on it. That's how I registered my Lepton, back in 2002.

L1e and L3e are European standards and does not apply to the US.

True about the L1e and L3e but if I order from China that is who they differiciate between the Speeds.

So a supplier made a copy of a MO for me. Yes it looks like a title very much. It does say Motor Driven vehicle, but there is not a H.P and I wonder if MASS will has an issue about it.

You can convert watts to HP for them if it lists motor wattage - they both measure total power and are interchangeable. 746 watts equals one HP. New York goes by top speed though, not power output.

Just to elaborate on the European L1e and L3e classes: L1e is restricted to 50cc (not applicable to electrics :-) and/or 4000W of maximum continuous power output (applicable to electrics), and speedwise a very bad compromise of 45km/h / 28mph is the limit. Germany and many other states had a 50km/h limit in place for mopeds which is the normal city speed limit in Europe, but apparently Italy, of all places, still had the highly unsafe 40km/h limit on their mopeds, which probably not a single Italian scooter adhered to anyway. However, thus the still very unsafe 45km/h European limit came about :( L1e need only be insured and require no registration nor are they directly taxed.
L3e is limited to 125cc and/or a maximum continuous power output of 11kW. There is a drivng licence limit on some L3e vehicles of 80km/h / 50mph, but in general this class is not speed limited by anything apart from the maximum continuous power and the various resistances. The slowest L3e bikes can barely go quicker than the L1e ones, while the most powerful and fastest ones can actually reach slightly above 100km/h / 62mph. They must be insured AND registererd and are checked every two years for major defects and general roadworthiness, but still not directly taxed.

MA is just weird as they have not even thought about Electric and such for "mopeds".
The law as it is is
Under 50cc
max speed 30
Auto Transmission.

There is nothing about Electric, nothing that says H.P.

So really I could get a 6000w that is restricted to top 30mph and that SHOULD pass :D

I still have yet to go and ask them directly.

I was just curious if the RMV asked anything else (other then the few things listed on this site).

I personally would rather get a bigger Watt and have it restricted so I don't over tax a small Watt moped .... know what I mean ?

Regarding the MSO or MCO, it must be surrendered upon registration of the bike, so the folks here won't generally have a copy to share with you. You might be able to get a dealer to show you one.

Regarding limiting or temporarily limiting the speed of a bike, you can install a Cycle Analyst to limit the max speed regardless of the real power of the bike. It does this by monitoring the speed and reduces the throttle value to the motor controller if you try to exceed the programmed speed.

Just keep in mind that installing a Cycle Analyst with full functionality in mind (like limiting speed) can be a nightmarish process unless you own one of the few vehicles that you can plug it directly into the controller. Even basic installation will likely require the installation of a separate high amperage shunt that gets spliced into the main power circuit, and is sold separately. And the people who sell them are just as likely to sell you the wrong version as the right one.

The builder said something about a restricted "Throttle" and that a high speed throttle could be added later.

So I am not sure what that means.

Anyone know where it is "Certified" buy the maker to say it meets FMVSS standards ? Or is it the VIN that kinda says that it is?

ON his MCO under "Engine No." after it says N/A and under that says E-6000w (this was for a 6000w model).

Here is the listings from MASS RMV about Moped Registering.. there are a couple as they are not too easy to find sometimes, so I am listing them all. Once you go through them all you will see the few "LOOPHOLES" that can take place....

here is a cirtificate of origin from mountion chen I still have it because wis. dot would not accept it it is for a fork lift or somthing like that ( oldetimers memory) LaTeRcirtificate of origin.jpeg

I am not sure why it is coming up a Fork Lift, maybe the numbers changed in the system ?

I am going to hopefully go to the RMV tomorrow and see what they say they are looking for exactly.

I will update this to let you know. I am sure I am in for an uphill battle either way :)

Found out a guy at work had one of the 1st VX-1's here in MA. Had issues with the range and gave it to another guy at work. I will have to let him know about this great site so he can see about what the issues are .

I forgot to come and update here.

RMV (registry of Motor vehicles) said that all I needed to say was that it goes under 30mph.
Course they will still need to see the MCO I am sure.
At some point they will catch on like they did with the other "Mopeds" (scooters).
They now have a list of which goes over 30pmh and now made new plates and $$ fees for anything that goes 30moh-40mph.
Anything over 40mph is a motorcycle.

I am still saving the money for the Puma Maxi (or Zeus as Phil has in Australia ).

Still hoping someone here buys one or really take it for a ride so see how she rides !
