Just got my battery off dead to where the bike would not come on. I would like to install the new charging files. Can anyone point me to the location of the new files?

I had some problems with my batteries starting last year. My range had dropped to only a miles or so. I parked the bike and it sent over the winter. When I went to check it this spring the battery voltage had dropped down to the point where the bike would not turn on. The bike only has about 2400 miles on it but I think between the heat and the charger the cells had become unbalanced.
So I opened up the battery case and with a combinations of some small DC power supplies and battery chargers I was able to get the battery charged and do a little balancing..
I charge the bike a couple of times with the factory firmware. The first time I charged my battery with the Laird's new firmware it showed eight bars. I was disappointed I had lost that much of my battery but it was to be expected so I was glad just to have the bike back on the road. However now after a week and several more charges my bars have gone up to 12. I know you can't fix a bad battery but firmware is obviously doing a much better job of balancing the cells and getting the most out of what's left.
If anyone else has the "Application failed to start because MSVCP71.dll was not found. Re-installing the application may fix this problem." error on starting scooterdiag.exe, you can download it from here. This site appears trustworthy and I have tried it on my installation and it works fine. I would recommend that before using it that you scan the downloaded file with your anti-virus program.
If you just want the file and don't care where it comes from (same as above but without visiting the site) click here. It'll just download it directly.
You just need to copy the MSVCP71.dll file into C:/windows/System32 directory.

I got the light on the Peak-CAN adapter to blink in Windows 8.1 !
It was not easy, needed to replace the PCAN_USB.dll in the ScooterDiag folder with the new file from the PEAK website and install the msvcp71.dll in some locations.
Yes, it works! I have not actually uploaded any hex files into the Vectux this time, but the ScooterDiag 1.1 and 2.0 screens look like they would work for that purpose in Windows 8.1.

When I saw the The Laird had offered a newer version of his firmware that addressed the fuel gauge and error message issues (last year) I asked him, once again, if he would be wiling to help me out with my 50AH Li-ion pack. He sent me a new hex file (lion51mg.hex) right away - thanks The Laird!
But, I didn't have a Windows machine, and my son's laptop was broken at the time (he replaced it with a Mac laptop). So I couldn't install the new firmware :-(

A friend at work loaned me a Windows laptop - running Windows 7. I tried it this last weekend. It worked perfectly for installing the new firmware.
But, after installation the red battery light is continuously on - the fuel gauge doesn't display any bars - and the estimated range gauge didn't come back to life. I went for a ride and found that my top speed is now back down to 100KPH, instead of the 110KPH that I had before. What have I done!?
When I re-read this thread I found that Aircon (also with a Li-ion battery) had the same issues, but was able to resolve them with The Laird's help .
So, I'm asking for help again...
The Laird - can I safely reload the firmware that I had before (lion65ah.hex)? Would Aircon's firmware work on my bike? I'm happy to compensate you for your time and hard work!
Aircon - what size is your battery pack? Would you be willing to send a copy of the hex file to me?

Hey Oobs....I don't think my firmware is suitable. it cuts the charge at 147v and it's a 60Ah battery. However, The Laird made it work perfectly for my setup. I'm sure he'll have no trouble doing the same for you.

Since I upgraded my bike to LiFePo a couple of years ago - I've been using The Laird's custom-made charging program. This allowed me to fully charge the new, larger battery pack, but the compromise was not having a fuel gauge. It was not a big deal to me, as I also installed a Cycle Analyst, but now I have the best of both worlds!
I have a 50AH battery pack - the fuel gauge is working, but I haven't charged and discharged the batteries enough times to determine the accuracy. When I rode the until the battery was low (about 30AH down) the fuel gauge still read 5 bars, but when I turned the bike off and back on the next day the five bars disappeared... reminiscent of the original battery! When I charged back up the fuel gauge maxed out at 16/17 bars, but the voltage and current were perfect (there was a long, slow 1A charge at the end until the voltage reached 154V - should be a nice balance now). I'll know more after I have a change to ride/charge a few more times.

Has anyone succeeded running PEAK-Can USB and ScooterDiag in Windows 8.1, yet? If not, is it worth trying or is it impossible for some reason?

It only works with the old 100kph version though.
But be aware that the 100km/h version has better acceleration!
Once you go EV, Gas is history!
That's only true for bad batteries (the minimum voltage limit on the 100kmh firmware is lower)
for good batteries there's no difference between them (both used to peak at 29kw @ 80kmh for me)
