What driving standard did Vectrix use to get 62 miles at 25mph?

I think a perfectly level course with no stops or starts would be the only way they could have accomplished this, but that is nowhere near an urban driving cycle. Even with regen, stops are wasteful, and the mildest acceleration to 25mph still needs several times what is needed for cruising at that speed. At its fittest, my pack wouldn't have gotten anything like this, and push it beyond 40mph and the range is sucked dry at a surprising rate. Compared to most other electric bikes and scooters, my Vectrix seems awfully inefficient.

Do You have NIMH cells?
Try to do the test the range with an Ah Counter, such as the cycle analyst. Then you'll know the total amount energy that can be stored *and be used* inside your battery.

Original capacity of a brand new NIMH battery was 31-33Ah. With that amount of energy (and lithium, of course) I can travel 85-90 km at 70-80 km/h. So yes, these 62 miles at constant 25 miles are real.
I suspect the problem is your battery. If you can pull out more than 20 Ah, then you're lucky.

I've never opened the battery compartment, but I bet you're right - when charging, the pack never gets above 144V, despite a CC of 152 showing. I have a second Vectrix and could recombine the best cells for more capacity, but I'm also wondering if the 18-cell LEAF pack would be an overall better choice - less work, more money but also twice the kwh (137V x 65Ah). Not being much of a mechanic and not having a garage to work in might make this hard...

Changing to the leaf cells is a lot easier than going through all the trouble to find and replace each bad cell and then put it back togather. plus if you buy from(HYBRIDAUTOCENTER.COM) you can request the 36 cell (18) mod. and you get all the right stuff to just set the entire pack in in one lift. and use the leaf BMS wire harness to just monitor all the cells your problems will be over with.

I'll have to tear into my dead Vectrix for practice - if getting those out is possible with my current level of skill and equipment, I might be able to justify >$2K for a new pack. Anyone got a manual on taking apart the entire bike (not just the pack - I've seen the YouTube series, thanks antiscab)? This scooter will be a parts donor, so I may post items for sale if I can get the pieces out intact.
