xb-600 how to test the hub motor and controller?

I bought a used scooter xb-600 model, but it doesn't run. The previous owner replaced the controller already, but still doesnt run. So how can you test the hub motor and the controller? Can some one help me ?

I hope this is a stock 48V scoot.

Check your connections: it is VERY easy to get them crossed up, and the symptom of that is zero action. In addition to the throttle and brake connections (and Battery of course!), you need five Hall effect wires plugged in correctly, as well as three phase wires. Do you have a wiring diagram?

Was the controller replaced with an OEM controller or a generic brushless controller?

AFIK, the only way to see if it is a bad controller is to replace the controller again.
