Question about charging

Hello everyone!
I just purchased my first electric scooter yesterday (used) and am very excited about it. It's an SL700 Lion EVS and although the man selling it to me was very helpful, some questions came up yesterday & today that I couldn't find answers to online.

1. I haven't charged it for more than 3 hours straight yet, but when I did charge it there were two lights on the charger. Both were red when I initially plugged it in. I unplugged it and one turned green, plugged it back in, it stayed green. I assumed this meant the charge was full and the red light meant the charge was connected. I took it out this morning though and the meter was in the green but after about 15 minutes I could tell it was getting slower and when I was at rest the meter was now in red. It's supposed to be able to go about 50 miles on a single charge. So, do I need to wait for both lights to be green to indicate a full charge?

2. Do i need to flip the switch under the seat on/off while charging (or does it even matter?)

Any help is very much appreciated!
