A123 20ah cell pack

I want to build a 108v 200AH pack using A123 20 AH cells that I have sourced from a supplier in china. I know I need a good BMS to build
this pack but I cant afford to buy 360 boards for each individual cell. My question is can I get away with running 10 cells
in parallel and then treat them as a single cell there by only needing 36 boards to run them in series up to 108v? Will the cells in parallel
that don't have individual monitoring stay balanced? I would be grateful for some input.
