Is there a way to test a charger

I brought my battery voltage up to 120v, and everything works I.e. Horn,lights,fans,etc... Although when I turn the key off and plug in the charger everything is completely dark and silent. No light, no fan! I have tested the wall plug? Anyone know of a way to test the charger? Thank you for your help

look at the gauge bars when riding.
If the charger is dead, it shows only voltage. Under full accelerations some bars drop, when you stop accelerating bars recover instantly. the best way, plug the canbus and check with scooterdiag
