does bms control discharge on 36v a123 batteries

just wondered, seems some people are going with the batteries from ping/ebay. some dont like the charging aspects/ soldering on the dewalts. The lifepos, seem to be a lot cheaper, somehow the dewalts are 150$ each on ebay? anyway thanks
