Currie Motor Ratings

So I know there are no definitive answers, but...

I'm trying to ascertain what Currie really means when they say rate a motor 650 or 750 or 900 watts. Here's what I don't get...

In their e900 scooter, I hear from others that it is 24V and has a 25 amp controller. If that's the case, how can it possibly have a 900 watt motor? My math says that doesn't work out at all? Does Currie mean that the motor is "capable" of that if it were to have 36 volts pushed through it? Are all the motors the same inside but just rated different based on batteries and controllers that ship with the scooters???
