Who knows this charger?

It's from 2008 and used in Europe meinly by IO-Scooter and Innoscooter.
My current electric scooter is an E-Max 90S equipped with batteries and this charger from an IO-scooter

I make always statistics about the power consumption,
so I plug the charger always in a Wattmeter.
Normal 510 to 540 Watt, today less than 1 Watt.
Only the green charge LEG was lighted, no fan.
Any idea what can be typicall demaged at this charger?
