Legality of Head/Tail Light Modulators

Devices that pulse the headlight ever so slightly as to attract attention when you're on your moped/scooter.

Devices that flash the tail light 2-3 times before going full brightness when you apply the brakes.

Anyone here know what I'm talking about?
