I have recently moved to Rochester, NY, and I am having trouble registering my two Evader scooters because they are not on some New York State list of approved vehicles. Both are US DOT certified, but apparently New York State needs some kind of verification of top speed from the manufacturer. Has anyone here encountered this problem? Is there any way around it? In Maryland where I moved from I didn't have to register the scooters at all.

You likely need the MSO (Manufacturer Certificate of Origin).

Several years ago NY City seems to have started a plan to tighten up and even eliminate E Scooters. There was a lot of talk about it on the old Forum, but they were grandfathered in I believe.
FWIW: The DMV certifies a moped as a Class A, Class B or Class C limited use motorcycle according to top speed. The manufacturer requests the certification through the DMV Technical Services Bureau. Only a DMV-certified model of limited-use motorcycle can get a registration in NYS. The phone number for the Technical Services Bureau is (518) 474-5282.
