Well, I finally got New York State to register my two Evader electric scooters, but it took two months and a lot of friends in the right places to get it done. In New York, if your scooter goes 30 mph or less it is called "limited use vehicle" which must be registered and insured but doesn't require a motorcycle license to drive. Unfortunately, your scooter must be on an approved list, which virtually no electrics are on, of course. After sending them photos and a copy of the specs they finally but the Evader EVT 1000 on the list, so if you own one you can now register them in New York State.
Why one can easily register a gas burner and not an electric is beyond me.
