Needed new PCM for weird Polymer hub battery

Hi. I have this battery that is out of a hub battery built by eneng in china, there are two packs, I measure the voltage on each at 22.2 volts. I do not understand. Each pack looks like it has 10 cells and they are paired together. There are 6 solder tabs on the top with like 5 small wires going to the pcm. The pack is connected to another pack, again 22 volts. The math does not add up.

I need a new pcm and fuel gauge, and charger.
But why do I read 44 volts. Maybe its a 48 volt pack? but by the cell count I would guess its a 37.

It's a 37V LiPo pack, but it'll come out higher (4.2V+ per cell) when fully charged.

What's wrong with it, exactly? Might not need all that stuff...

I dont have a charger, and I would like to repack it in a case and use it as a second battery. there is a PCM. It has two heavery 18 gage wires and two small wires. I put my li-ion 36 volt on it for a second and the lights indicated charged. Do I need a higher voltage charger?

OK I see now, I tested and indeed it spools it up. Now I just need to me sure of the 4 leads out of the PCM.
Regarding the case, non metalic for sure, would the packs be installed tighly as not to chaff, but I am concerned about too much padding and not enought air space.
