To comment on your comment in the other post but keeping it all on topic...
That particular skin on my forums (gothic red) is about a year old. Hopefully I'll be installing a different one (electric blue) soon - the designer had family issues to take care of and I'm still waiting for news of her return.
Drupal does support multiple themes.. so the color scheme could be changed, but we made a decision a couple months ago to have one standardized theme for this site. Any change of the color scheme has to be done in the web site (so far as I know) and the only choice for an individual is a) if we had multiple themes installed, then b) you could choose among the installed themes.
In general Drupal themes almost all have a white or similar light colored background.
Been there done that, but there were problems with IE7 users on some Themes, where they actually locked themselves out. The insert Image wouldn't work properly etc. So we went with one Theme for now.
FWIW, our Webmaster doesn't receive a salary from us, and also allows us to use his Server and Software, as far as I'm concerned it's a good deal. He could put in a lot more time and do all the wonderful thing we keep requesting, but try to remember also has a personal life, and a Garage full of EV's that also need his attention.
I guess what I'm saying is we are doing the best we can right now with what we have and can currently afford.
Will we always be this way? No we are currently in the planning stages to make some of the improvements you are requesting.
It is also very difficult to know how many of our members have similar feelings so we can set some priorities, that's why we continue to ask our fellow Community Members to send us Site Feedback so we can have some actual numbers to work with.

The Moderator will run it by the Moderating Team and if everything is ok they will post it for you. You can also set how long you want it to run.

I forgot to mention, a Moderator Team member can also show you what Themes are currently available or a Captain can grant you temporary access, I also suggest you get the Webmaster to sign off on any you plan to include in the poll before you post them.
We want to try and keep the current color of both our Logo and the background.
FWIW the eye concern of the bright background has come up before, so it is a valid concern and we want to address it.

I would have to AGREE! This blue theme is just flat out FUGLY. ;)
We did a color study for our latest website and found that an off white bg with black or dark grey
fonts where found to be easy on the eyes. Here is an example http://www.kvpt.org/programs_A-Z/war_episode_discription.php
