I need a controller for a common grocery store martcart

I have a couple of Martcarts of the type that are used at Walmart. In fact, they came from Walmart. They are equipped with a 12 Volt DC, 60 Watts brushless hubmotor for locomotion. I am getting no output to the hubmotor and I can make the hubmotor turn if I wire it directly. The Martcart goes forward and backward and the brake is internal in the hubmotor (when power is cut to the hubmotor, it brakes)

The cart seems simple. Does anyone have any recommendation as to a cheap controller that will work.

Oh , they have them at $250.
I was thinking of something more economical. I would think that for such a simple cart there might be a generic controller.
