I agree, you're probably reading the outer scale on your speedometer (in white). Look again at the speedo, the inner YELLOW scale is in MPH. Mine tracks pretty close to actual speed - I use a CycleAnalyst on my scooter for true speed info. (not that we're gonna get any speeding tickets on these!)

20mph = 32kmh
its probable its just reading kmh rather than mph.
the speedos are mechanical, to adjust the ratio, you will need to have some of the internal gears changed.
Its usually easier to just get a whole new speedo.
